<title>APECS a huge success at EGU</title>

<description>I would just like to thank all the people that came to see me at the APECS poster at the European Geosciences Union (EGU), last week in Vienna. It was really fantastic to talk to so many people, from students and their supervisors, post docs, early faculty members and senior scientists to administrators and managers. There really needed to be at least two of me, so I apologise if you passed by but did not get a chance to chat to me about APECS. Almost all of the flyers I brought along disappeared even before the poster session time, so next time I will be sure to bring more. All in all, it was very successful and I was really motivated by the enthusiasm and passion for  polar regions that was evident in all those that I talked to. I hope you all enjoyed EGU and I look forward to seeing you all again soon. Narelle          </description>

<title>Involvement of young researcher in Arctic Research Planning</title>

<description>Involvement of young researcher in Arctic Research Planning &#x26;ndash; the long process of ICARP II and what came out of it In November 2005 the second International Conference on Arctic Research Planning (ICARP II) took place in Copenhagen. It brought together over 450 scientists, policy makers, research managers, Indigenous Peoples and others interested in and concerned about the future of Arctic Research, The conference was the culmination of a 24-month planning process involving over 140 scientists working to develop research plans around thirteen critical research themes identified to guide international cooperation over the next 10-15 years (see: www.icarp.dk). What was new was that young scientists were deeply involved from beginning on in developing the research plans. It became clear during the work of the Conference that the Arctic is a system that can no longer be divided into traditional disciplines. The linkages to other disciplines and other knowledge systems and to the global system are critical and must be addressed in the post-conference process. To build on the ICARP II effort, chairs and young scientists from the working groups, representatives of the sponsoring agencies and members of the steering group met in Potsdam, Germany, in November 2006 to use the rationale laid out in the working group reports to focus future science activity in the post International Polar Year environment. The original marine working groups were, unavoidably, somewhat arbitrarily divided into shelf, margin/gateways and deep basin regions. Through their membership, each group reflected longstanding differences in scientific disciplines and focus on each of these segments of the Arctic Ocean. These cultural differences are evident in the WG reports as redundancies in and gaps between the WG reports. During the follow-up meeting the three marine working groups were integrated to develop joint, cross-disciplinary ICARP II studies. To integrate the science activities coming out of the three existing ICARP II marine working groups and to animate their recommendations AOSB has established an ICARP II Marine Roundtable (http://www.aosb.org/programs.html). The ICARP II Marine Roundtable is initially chaired by Bernie Coakley with assistance from young scientists (Karen Frey and Carolyn Wegner). After the first meeting, it is the intention of the Roundtable to turn over this initiative to the early career scientists.  This is a first step to really integrate young scientists into long-term research planning and a great opportunity to actively promote the international interdisciplinary dialog necessary to make the marine science plans a reality. The first meeting will take place in St. Petersburg on 7 July 2008, just preceding the SCAR/IASC Open Science Conference. To further involve young scientists in Arctic research planning AOSB created funding to support early career scientists in international arctic marine planning meetings. This new initiative entitled NRG (New Research Generation) aims to promote the inclusion of early career Arctic scientists and engineers in the Arctic marine science planning process. This is a great chance to get involved and everybody interested in international science planning should benefit from it! <title>CYSC meeting in Edmonton</title>

<description>On April 8, 2008 the CYSC met in Edmonton at the Telus World of Science Centre for a day of meetings to discuss the development and collaboration of our three main education and outreach projects.  This meeting brought together seven CYSC members from across Canada including Isabelle Turcotte, Alexis Schafer, Isla Myers-Smith, James Hudson, Bronwyn Brock, Meaghan Thompson, Marie Auger-Methe.  We were also joined by Hugues Lantuit, Ian Church, Marianne Douglas, and numerous others via teleconferencing throughout the day.  We discussed the creation and development of the CYSC Time Capsule, which will involve the collection of art, photographs, stories, and surveys to create a &#x22;snapshot of the Arctic through the eyes of youth&#x22; during this IPY; the development of classroom resources for our &#x22;Outreach Up North&#x22; project which will see graduate students visit classrooms in northern Canada; and the development of the Grassroots project, to try and secure seed funding for youth-initiated grassroots projects in northern communities.  </description>

<title>Signing of the Charter for the University of the Arctic</title>

<description>33 university leaders, Presidents, Vice-Presidents and Rectors from throughout the Circumpolar North, representing member universities of the University of the Arctic gathered at Rovaniemi, Finland, to attend the Second University of the Arctic Rectors&#x26;#39; Forum, 17-19 February 2008. This was the first time such a large number of northern university leaders have assembled to address common issues and cooperation. Mauri Yla-Kotola, Rector of the University of Lapland in Rovaniemi commented, &#x22;It is a privilege to be hosting such a prestigious and historic event here in Rovaniemi, but, then again, Rovaniemi has often played a significant role in Arctic cooperation.&#x22; The University of the Arctic itself was launched at the University of Lapland in 2001. The University of Lapland has hosted the UArctic International Secretariat ever since. The Rectors&#x26;#39; agenda included plans for joint influence on arctic policy, as well as cooperation in research and education. The meeting highlight was the signing of the Charter for the University of the Arctic. &#x22;The Charter will clearly lay out the commitment of UArctic&#x26;#39;s higher education members, currently at 84, to cooperation in research, education programming, marketing as well as mobility,&#x22; mentioned Steve Jones, Chair of the UArctic Rectors&#x26;#39; Forum, and Chancellor of the University of the Alaska, Fairbanks, US. He continued, &#x22;this is a momentous event in university cooperation in the Circumpolar North: big research intensive institutions and small northern colleges and indigenous institutions, all united behind the same Charter and commitment. This is a unique document between such a diverse group of institutions.&#x22; The second day of the Forum was dedicated to a joint seminar with the Standing Committee of Arctic Parliamentarians. The seminar gathered the Rectors&#x26;#39; Forum and parliamentary delegations from the Arctic Council member countries to address two topical issues for the Arctic today: adaptation to climate change in the Arctic and Borders and Access to the Sea in the Arctic. Lars Kullerud, President of UArctic, stressed the importance of the gathering: &#x22;It is important that university leaders work with policy makers to ensure that also the south realizes that the Arctic is an extremely important region for them: it has most of the untapped energy and mineral resources, it is rich in fish and forest, and it has the largest pristine nature areas in the world. It has a diverse population, both indigenous and non-indigenous. The universities in the eight Arctic countries as well as the parliaments need to join forces to tackle big issues like adaptation to climate change before it is too late. The universities as generators of knowledge and institutions responsible for capacity building in the region need to be active players in developing the Arctic. <title>NASA P3-B is flying as part of the ARCTAS mission</title>

<description>At 12:00 UTC on April 8th, 2008 the NASA P3-B departed Fairbanks Alaska for Thule Greenland.  The NASA P3-B is flying as part of the ARCTAS mission, a POLARCAT airborne science field campaign during the International Polar Year.  During research flight six the aircraft performed a series of experiments designed to test the radiative properties of the Arctic troposphere.  The instruments aboard measure upwelling and downwelling radiation, ice/snow surface characteristics as well as trace gases and aerosols. As we crossed the Arctic Ocean we frequently observed leads in the ice (Fig. 1) while flying as low as 200&#x26;#39; in formation with the NASA DC-8 (Fig. 2).  Hours later we flew over Axel Heiberg Island with spectacular views of its once tropical now glacier ground then wind swept landscapes [Fig. 3 &#x26;amp; 4].  Later we flew over the AERONET/LIDAR installation at Eureka Nunavut so we could compare to their observations in the high Arctic (Fig. 5).  Can you spot the igloo? As we approached Thule Air Base the high winds meant that the DC-8 aircraft was diverted to Iqaluit, Nunavut.  The P3-B continued to Thule and made what NASA pilot Shane Dover described as a &#x22;sporty&#x22; landing - over drinks later the ground crew agreed it was impressive.   All the native Greenlanders, Danes, Canadians and Americans we met were great.  At the community center we met a local woman who acted as translator for her friend, an older native Greenlander.  With obvious hand signals we watched as he explained through her that the thickness of the ice is changing and that he&#x26;#39;s worried about his livehood hunting on the ice. <description>Dear friends Great news from the tropics:)  This last month we had the launch of various events that had major national impact: - Adventure book. We asked well-known writers that write children&#x26;acute;s books (like &#x22;The famous five&#x22; of Enid Blyton) and working with young scientists, they took one adventure to the Antarctic. The launch was a massive success. - Exhibition linking Art and Science. Directed to the general public, this exhibition deals with questioning everyone about their own conceptions about the polar regions. - Scientists go to schools. Scientists and schools are working pretty well together and despite we were doing fieldwork very recently, we just returned to the schools to show our latest results. In the future, we are organizing a &#x22;Polar weekend&#x22; where young scientists will be providing workshops showing their work and it will be directed to schools pupils, teachers and families. <title>APECS IPY Polar Youth Forum - Policy Enthusiasts and Translators Needed!</title>

<description>APECS is proposing an IPY Polar Youth Forum to be held in conjunction with the April 2009 Joint Arctic Council/Antarctic Treaty Meetings.  The IPY Polar Youth Forum will bring youth from around the world to engage in polar issues, providing insight, motivation, skills, and a understanding of the importance of the Polar Regions in world affairs.  Participants will develop the ideas and experience necessary to protect and manage the Polar Regions as unique and vital elements of the global community.  The proposed forum format will see young delegates join their respective country delegations at the meetings as observers; participate in simulated Antarctic Treaty and Arctic Council meetings; produce a Polar Youth Declaration; attend side events (including Linking Science and Policy Making, Polar Connections, Youth and the Polar Regions, and Sustainable Polar Futures); and conduct post-forum outreach activities in their respective communities. The planning committee for the IPY Polar Youth Forum is looking for volunteer translators for the simple 2-page circular about this event.  If you know a language other than English and are willing to provide a translation of the Polar Youth Forum Overview the planning committee would be very grateful. <title>Arctic Marine Science Planning Funding Available</title>

<description>Application Deadline: Wednesday, 30 April 2008 For further information, please visit: http://www.aosb.org -------------------- The Arctic Ocean Sciences Board (AOSB) is pleased to announce the creation of funding to support participation of early career scientists in international arctic marine planning meetings. This new initiative, the New Research Generation (NRG), aims to promote the inclusion of early career arctic scientists and engineers in the arctic marine science planning process. It is AOSB&#x26;#39;s intent that through this project early career scientists will not only attend meetings, but will become involved in the planning process over the long-term, finding ways to contribute to their future as arctic researchers. Early Career Scientists are defined as individuals under 35 years old or individuals with less than 5 years experience since receiving their doctorate. International planning meetings are those aimed at developing plans for future research activities. Examples include the Sustaining Arctic Observing Networks (SAON) workshops and Arctic Science Summit week (ASSW). International planning meetings are not open science conferences where papers on past research are presented. International planning meetings do not have to be specifically dedicated to marine research, but they should have some marine component. Individuals meeting requirements may apply for any international planning meeting occurring between 1 September 2008 and 31 March 2009. Applicants should submit a half page statement describing their motivation for attending the planning meeting, how doing so will advance his/her research goals in arctic marine sciences, and what long-term activities s/he hopes to engage in to facilitate international collaboration. A 2-page CV must also be submitted with the application. UK Polar Network, APECS, and the Permafrost Young Researchers Network (PYRN) in the News! Young Researchers and our organizations are getting some great press lately! Keep up the great work on publicizing our efforts to &#x26;ldquo;Shape the Future of Polar Research&#x26;rdquo;. SCAR Fellowships Available SCAR is announcing the launch of its 2008-9 Fellowship Programme, which this year is in two parts:   (i) the Standard SCAR Fellowship - for postgraduate and/or post-doctoral researchers from within the 34 SCAR Member countries to undertake research at an institute in another SCAR country. (ii) SCAR/IPF/IAI/UNEP Sixth Continent Initiative Fellowships - for postgraduate and/or post-doctoral researchers from within the 34 SCAR Member countries, or from non-traditional polar countries, to undertake research and development activities in the Antarctic. The SCAR Fellowship Programme is designed to encourage the active involvement of early career scientists and engineers in Antarctic scientific research, and to strengthen international capacity and cooperation in Antarctic research. SCAR/IASC St Petersburg Conference July 8 to 11, 2008 APECS is hosting a free one-day professional development workshop prior to the joint SCAR/ IASC conference on the 7th July in St Petersburg. It&#x26;#39;s an international and multidisciplinary event aimed at early career researchers addressing key issues such as grant proposal writing, research productivity, communication and international collaboration with sessions run by leading polar researchers. Applications for funding are now closed, but people can still apply to attend the workshop. At this point we have 86 applicants from 20 countries. The selection committee will be meeting in the next two weeks and applicants that will receive funding will be notified by April 18th, before the early bird registration for the conference. 5.    AGU Ocean Sciences APECS Meeting At last week&#x26;#39;s Ocean Sciences Meeting in Orlando, FL, a small but exquisite group of APECS members met over lunch and were joined by Christy Reed, freelance writer for Science Careers. In best networking fashion this meeting was all about building connections. We soon discovered how our research in completely different fields is linked not only by being polar but by the interplay of the different disciplines. The beauty of science! Thanks to the support of Alex Poulain, ASLO student representative (American Society of Limnology and Oceanography), we decided to work on links between ASLO and APECS. This will provide new opportunities for the marine and aquatic communities within APECS.  We plan to have an APECS workshop, meeting or roundtable discussion at the ASLO summer meeting in St. John&#x26;#39;s, New Foundland in June. If you want to get involved and promote the marine and aquatic side of APECS, contact Angelika Renner (angelika.renner@polarnetwork.org) or Alex Poulain (poulain at mit.edu). 6.    APECS Education and Outreach Committee Update The APECS Education and Outreach Committee held its first meeting of the year via conference call on the 25th February. This call was attended by 12 people representing and presenting activities from 10 national groups (Netherlands, Sweden, Canada, New Zealand, Alaska, UK, Portugal, Spain, Germany, Belgium) and including two new members to the group: Megan O&#x26;#39;Sadnick and Ken Mankoff, both from the US. The main aim of the meeting was to reconnect the national outreach groups and to update each other on our activities, which include school visits, participation in science festivals, a time capsule project capturing the Arctic through the eyes of youth, workshops for young scientists, lab open days, an exhibition linking science and art, a tribal concert, high school student expeditions to the Antarctic, and videos.  We also talked about international projects that the group will be involved with: IPY summer schools, Taking IT Global&#x26;#39;s climate campaign, IPY days and Global Youth Service Day. The group also discussed getting involved in organising celebrations to mark the end of IPY in 2009. APECS Partners with Global Youth Service Day  On April 25-28, 2008, millions of young people in more than 100 countries throughout the world will participate in the 20th annual Global Youth Service Day. As the largest service event in the world, this three-day event will mobilize youth to identify and address the world&#x26;#39;s most pressing problems, such as climate change, poverty, disease, disaster relief and prevention, violence, and more.  Global Youth Service Day (GYSD) is a year-round effort to expand the impact of the youth service movement. The initiative launches new service organizations, policy changes, and sustainable service programs to create a culture of engaged youth.  Internationally, Youth Service America works with the Global Youth Action Network as a key partner, along with an International Coordinating Committee of more than 40 members and over 100 national coordinating committees, to bring GYSD together. APECS has become a member of the International Coordinating Committee, a consortium of prestigious international organizations that contribute their extensive international presence, offer experience and connections to broaden GYSD&#x26;#39;s impact, and evaluate its development as an international event. This new partnership has provided several exciting opportunities to APECS.  GYSD distributes a weekly briefing worldwide to over 45,000 subscribers highlighting upcoming events, initiatives, opportunities to get involved in programs and news.  If anyone within APECS has an item they wish to have distributed through this media please contact APECS&#x26;#39;s liason to GYSD, Amber Church (amber@alkhemedia.com).  GYSD provides microgrants ($500 US) to organizations internationally to aid with projects that further the overall goals of the organization.  They have an extensive online resource centre that provides toolkits that many APECS members may find useful.  Examples of toolkits available include fundraising, working with the media, connecting to politicians and advocacy. GYSD would like to bring polar issues and climate change to the forefront of their program for this coming year.  To further this goal GYSD is hoping that national APECS organizations will take up the challenge of becoming lead organizations or local organizers for this year&#x26;#39;s GYSD.  Lead organizations will help to coordinate GYSD within their country and report on its success, while local organizers will focus on a local event and report their results to their nation&#x26;#39;s lead organization.  This is a fantastic opportunity for national APECS organizations to help the world in celebrating youth volunteerism and bring attention to polar issues while recruiting new members for their organizations. APECS Executive Committee Meeting in Iceland The APECS Executive Committee met in Akureyri, Iceland March 2 through the 6th. We were joined by Dave Carlson, Halldor Johannsson, members of the IPY Iceland Committee, University of Akureyri, the Town of Akureyri, and other partners. In a few days of intense discussions, we completed the first draft of our organization&#x26;rsquo;s Terms of Reference and Rules of Procedure, which will be open for discussion on the website forum until the first week in April. The APECS Council will vote on these important documents in April.  We have also started to forumulate a strageic vision for APECS and in consultation with the advisory committee have discussed the need for organizational stability, an APECS International Directorate Office, and partnerships with other polar organizations for legal and financial management.   We will be sending out a separate email on the details of this meeting shortly. It was also decided at this meeting that APECS will not have council meeting prior to the SCAR/IASC Open Science Conference, but rather have a meeting during the week to increase attendance and recruit new memebers. This meeting will include information about APECS and our activies, and the new structure of the Open Council.  If you are interested in attending this meeting, please contact Jenny Baeseman. APECS participation on the Arctic Frontiers Conference and PhD workshop The Arctic Frontiers Conference is a new arena for cross-disciplinary discussions between scientists, politicians, organizations and the public with an Arctic perspective. The thematic focus of the conference changes from year to year, with the common feature that is a hot topic for the environment, humans, politics and development in the northernmost regions of the world. The conference is built upon an initial political conference, followed by a scientific conference.      The 2nd annual Arctic Frontiers conference was hosted by the University of Troms&#x26;oslash; in January 2008, organized and financed by stakeholders from the private and public sector. The political conference was dedicated to the associations between Arctic oil and gas activities and environmental challenges, society, socioeconomics and indigenous peoples. In addition, recent findings on the impact of climate changes on glaciers and permafrost were reviewed. The Scientific conference included the presentation of the scientific findings of the &#x26;ldquo;Assessment of Oil and Gas Activities in the Arctic&#x26;rdquo;, coordinated by the Arctic Monitoring and Assessment Program AMAP), a permanent working group of the Arctic Council, which was completed in 2007. This was supplemented by invited oral and poster presentations, For the 2nd year in a row, a PhD workshop was run parallel with the conference, allowing early career scientists with arctic research perspectives to present their work through poster presentations and to network and learn from senior scientists. One of the goals for the PhD workshop is to build interdisciplinary and multinational connections, creating an inspiring and energetic mixture of natural and social scientists from many countries in the northern hemisphere. The participants followed both parts of the conference, continued by an intensive workshop after the main conference, where students worked in groups with senior mentors on topics related to the conference focus. The student feedback from the two first PhD workshops have been extremely positive and early career scientist should definitively join in on the third one in 2009! The Arctic Frontiers Conference has shown to be an important site for knowledge transfer and networking. This year, both the President (Kriss Rokkan Iversen) and the Director of APECS (Jenny Baeseman) found their way to Troms&#x26;oslash; in January. They used their time well and extended the APECS network in many directions. The word of APECS was spread to polictial bodies, as well as the most important group for APECS - the early career scientists. Several APECS members participated in the PhD workshop and hopefully some new ones were recruited! APECS has been approached to help sponsor the PhD workshop next year. If you are interested in helping, please contact Kriss or Jenny. The beautiful surroundings of Troms&#x26;oslash; and its vibrant social and cultural scene enhanced the quality of the conference. As one APECS member so neatly put it: &#x26;ldquo;The Arctic Frontier Conference is not just a conference; it is an experience!&#x26;rdquo; 10.    University of the Arctic Newsletter Available The University of the Arctic (UArctic) is a cooperative network of universities, colleges, and other organizations committed to higher education and research in the North. Members share resources, facilities, and expertise to build post-secondary education programs that are relevant and accessible to northern students. The overall goal is to create a strong, sustainable circumpolar region by empowering northerners and northern communities through education and shared knowledge. They promote education that is circumpolar, interdisciplinary, and diverse in nature, and draw on our combined strengths to address the unique challenges of the region. The University of the Arctic recognizes the integral role of indigenous peoples in northern education, and seeks to engage their perspectives in all of its activities. National Committee Updates NEW ZEALAND Workshop for students and early career polar researchers Monday 30th June 2008, University of Otago Career Paths in NZ Polar Research: from student to PI     As part of the Antarctica New Zealand&#x26;rsquo;s Annual Conference, a morning workshop is being held for students and early career polar researchers to provide an informal venue for this group to network.  The workshop will take the form of a panel discussion, drawing on the experience of Antarctic scientists at various stages in their careers to talk openly about the challenges and rewards of career paths in polar research.  The focus will be on the transition from student to PI and how this process is supported in New Zealand.  This is a great opportunity to make contacts with other students as well as established polar experts, and to share and form new ideas about how to continue our careers in the Polar Regions.     Registration for the workshop will begin in May as part of the registration process for Antarctica New Zealand&#x26;rsquo;s Annual Conference. All welcome from students to established scientists. SWEDEN The Swedish APECS group will be hosting an Interdisciplinary Science Workshop from 7-9 May, 2008 to be held in the Stockholm archipelago, on Ut&#x26;ouml;. The workshop will be open to early career scientists that are active at Swedish Universities, or Swedish people who are active with research in other countries. The workshop is funded by the Swedish IPY committee and all costs for participants will be covered by our organization. To date, we received 16 applications and happily, able to accept everyone. Together with the organizers, we will be 22 people at the workshop. We will continue working on finalizing the program. <title>Changing Earth IPY Day</title>

<description>Dear Colleagues, The next International Polar Day, focussing on our Changing Earth, is  in two weeks. We have prepared a number of webpages, resources, and  links to relevant IPY science. These can all be accessed from the link  on IPY.org (top right), or directly at http://www.ipy.org/index.php?/ipy/detail/earth/ There are also three aspects of particular interest that I hope you   can inform your networks about: 1. EDUCATIONAL FLYERS Flyers can be downloaded from the educators page at http://www.ipy.org/index.php?/ipy/detail/earth_educators Information flyers about the science being discussed are available in  9 languages:English, Russian, Portugese, French, Spanish, Chinese, Japanese,  Inuktitut, and Arabic. Educational flyers encouraging participation in the Day and suggesting  a simple classroom activity are available in 19 languages: Russian, Polish, Spanish, Afrikaans, Malay, German, Swedish, Danish,  English, Dutch, Portugese, French, Finnish, Norwegian, Chinese,  Inuktitut, Japanese, Arabic, and Italian. Please download and distribute the appropriate flyer across your   networks. Alternatively, I am happy to send you the relevant flyer for  your language (I have NOT attached to this mail as they are 1MB each).Many thanks to the many volunteers who helped make these translations. 2. LAUNCH A VIRTUAL BALLOON We encourage everyone, whether IPY participant, journalist, teacher,  student, or other enthusiast, to launch a balloon and show your IPY  participation. This is one of the few global IPY initiatives that   provides feedback about which areas we are accessing, and so helps us  develop our future programmes. The page is already active so have a try now,- and ask students to  launch a balloon after learning something about the polar regions. The course offers a hands-on introduction to the principal field techniques employed in sea-ice studies of an interdisciplinary (geophysical-biogeochemical) nature. The course focuses on sea ice as an instructive example of the close intertwining between ocean, ice and biosphere processes and humans in the polar regions. The use of the ice cover by different stakeholders in the context of research program design will receive particular attention. The course will consist mostly of field- and lab-based instruction with some introductory lectures and evening seminars/discussions. In the spirit of the International Polar Year, the instructor team includes recognized experts from a number of different nations who will lead different course modules (see web site for details). Tuition for the course includes University registration fees and a $500 course fee (modest support may be available to help a very small number of students who may be lacking funds participate in the course, see course application documents). Prior to final registration, applications will be reviewed by the instructors (submission deadline February 22, for details see course web site) with the selection of course participants to be announced in early March. </description>

MCH is established and managed in collaboration by the following partner universities: University of Oulu, Finland (Centre for Arctic Medicine and Department of Health Sciences); Center for Health Education, Greenland/University of Southern Denmark; Lulea University of Technology, Sweden; Northern State Medical University, Russia; Pomor State University, Russia; University of Lapland, Finland; and University of Manitoba, Canada. Northern environment places specific demands on the delivery of health care and well-being services in the North. The ongoing changes in climate, environment, and social structures have significant influence on the health and well-being of Northern residents, as well as on cultures across the borders in the Northern region. MCH graduates will be capable to act as professionals in multidisciplinary fields of health and well-being, e.g., administrative and managerial positions in health care services and health promotion, as well as in education, development, planning, and research. The program consists of an online course package, on-site studies, exchange period, and theses. The minimum requirement for studies at the University of Oulu is 15 ECTS. Program has no tuition fees, however students are responsible for their own living costs. The application deadline is Monday, 31 March 2008. <title>TEPO-Yamburg summer field course</title>

<description>TEPO (Technical-Environmental Permafrost Observatories)&#x26;ndash;Yamburg is the summer field course in West Siberia and consist of series of research sites along a north-south transect on the Tazovskiy Peninsula, from the southern limit of discontinuous permafrost near the city of Novyi Urengoi to the continuous zone at the industry camp of Yamburg. The course objectives are studying of permafrost and impact assessment on it from different natural factors, including climate warming and also analysis of geoecology problems. The course works are including daily lectures prepared by instructors and students, covering a wide range of topics (with the main theme &#x26;ndash; permafrost); field works; excursions to the major gas fields (Yamburg, Yubileinoe, and Zapolyarnoe) and associated industrial complexes and settlements.   The course program is consist of five major blokes: 1. Regional specific features of West Siberia cryolythozone 2. Cryogenic process 3. Monitoring research of permafrost 4. Cryogenic soil 5. Permafrost engineering and problems of development in permafrost regions. Course is planned for August 05 &#x26;ndash; 26, 2008. Group starts at: Dept. of Cryolithology and Glaciology, Faculty of Geography, Lomonosov State University Moscow, State Oil and Gas University Tumen. <description>Open Meeting Announcement Association of Polar Early Career Scientists (APECS) American Geophysical Union (AGU) 2007 Fall Meeting San Francisco, California When: Wednesday, 12 December 2007, 12:00 to 1:30 p.m. Where: Marriott Hotel, Sierra A (5th floor) -------------------- The Association of Polar Early Career Scientists (APECS) will hold an informational meeting and roundtable discussion at the 2007 Fall Meeting of the American Geophysical Union (AGU) in San Francisco, California. The meeting will take place on Wednesday, 12 December 2007, from 12:00 to 1:30 p.m. at the San Francisco Marriott Hotel, Sierra A (5th floor). Participation from undergraduates, graduate students, postdocs, and new faculty is sought. APECS also encourages senior polar researchers interested in mentoring young researchers and the organization to attend. Bring your lunch and join APECS for a roundtable discussion on issues important to early career polar researchers and those that would like to begin a career in cryospheric science. APECS is an international and interdisciplinary organization for undergraduate and graduate students, postdoctoral researchers, early faculty members, and educators with interests in polar regions and the cryosphere. APECS provides networking and career development opportunities to raise the profile of polar research by developing effective leaders in education and outreach, and stimulating interdisciplinary and international research collaborations. APECS builds on extensive national and disciplinary networks to develop integrated research directions, meet career development needs, and communicate the urgencies of polar science to a worldwide audience. The meeting at AGU will consist of a short presentation on recent activities of the group including a recap of the first APECS planning meeting held in Stockholm in September where APECS merged with the national committees formed from IPY Project 168, the International Youth Steering Committee. The meeting will also feature discussion of the recent Permafrost Techniques workshop held in conjunction with the Permafrost Young Researchers Network (PYRN) and the Otto-Schmidt Laboratory for Polar and Marine Research in St. Petersburg, Russia, as well as the upcoming New Generation of Polar Researchers Symposium and a career development workshop planned for the SCAR/IASC Open Science Meeting in St. Petersburg, Russia, in July 2008. APECS will also discuss a number of upcoming changes in the organization, as well as host a roundtable discussion on early career polar researcher needs. This event is open to all who are interested in polar research. APECS would like to gather as much input from early career and senior researchers as possible to help plan the next steps of its growing organization. A number of new professional development tools are planned and APECS requests input to assure the community&#x26;#39;s needs are met.
